Earlier this week GSD travelled to JR Borja Ext., and Agora, Lapasan to check if the "Oplan Hapsay Highway" is being implemented and enforced by the authorities. Meanwhile, "Oplan Hapsay Dalan" also failed to enforced its own operation, as seen in the video along the streets of Agora.
