MISAMIS Oriental Sangguniang Panlalawigan Majority Floor Leader Dexter Yasay criticized Gov. Juliette Uy’s “over-the-counter” (OTC) payment scheme on Monday, August 18, citing inconsistencies and security risks for disbursement officers.
Yasay said in a privilege speech that the payment system, which he believes has no legal basis, has now been implemented in the province’s eight hospitals instead of the Capitol’s Unity Hall.
He said he was confused as he had only just learned the change had been in effect for two weeks.
“Basin gibati na nila ang kalooy,” Yasay said.
His main concern is the safety of the disbursing team, who are carrying large sums of money.
“Giadto nasad ang atong disbursing officer (in hospitals) gabitbit ug pila ka libo, posible pila ka milyon, posible makawat ug posible ma hold-up,” Yasay said.
He said he does not know if security personnel are accompanying the employees.
“Ngano lisod-lisoron man gyud nato ang kinabuhi sa mga empleyado,” he asked.
Yasay accused the current administration of being inconsistent and of lying and being ignorant of the law.
“Dili nako masabtan pero murag bungol ang kasamtangang liderato sa atong administrasyon sa hangyo sa atong mga emplyeyado,” Yasay said.
Acting Administrator Atty. Angel Lim previously stated that the OTC scheme was intended for Uy to meet employees personally and asked for patience, saying it would only last for the month.
The memorandum for the OTC scheme states its purpose is for “operational efficiency for financial transaction.”
Yasay said that instead of a “meet and greet,” the scheme has become a “meet and grill” for employees.
