By BEN SERRANO Correspondent BUTUAN City--A city hall executive yesterday said the Amante administration was being subjected to “trial by publicity” in connection with a complaint for plunder made by barangay chairpersons in the city. Lawyer Anna Liza Gonzalez, city legal officer, said Mayor Ferdinand Amante Jr. and unnamed members of the Butuan City Bids and Awards Committee (BAC) have not received official copies of the plunder complaint filed by 48 barangay chairpersons. “Honestly, Mayor Amante and BAC members have not officially received official copies of that complaint. We only heard and read it through media reports,” Gonzales said. The complaint was filed in connection with the P253-million Butuan Sports Complex project. “I even wonder why we were not named in the complaint affidavit since the complainants know us all.  Once we receive the official copies of the complaint, we will answer these trumped up charges,” said Gonzales. She denied any wrongdoing in the project, saying all legal procedures from the bidding to the project implementation were followed. Gonzales also said the firm  J.D. Legaspi Construction demonstrated credibility, pointing out that the company constructed many Central Bank edifices, including the recently completed Central Bank satellite office on JC Aquino Ave. here. “Legaspi won fair and square,” Gonzales said. According to the complainants,  the Anti-Graft and Corrupt Practices Act was violated when the contract was awarded to the firm on Feb. 7, 2013 despite the contractor’s alleged failure to submit all the required documents. Gonzales was one of the BAC members and the committee was chaired by former city administrator Leah Mendoza, the mayor’s aunt. The other BAC members were Lourden Vismanos,  Alfredo Milloren, Gemma Reserva, and Ruth Jugao.
