WHY is the RTA today failing in effectively managing traffic? Why is the city suffering from uncollected garbage?
The RTA is supposed to be at the forefront of the governance agenda of Mayor Rolando Uy but it has obviously failed on its mandate. Why?
My information is that the RTA has so many consultants, probably the most a city government department has. What have those consultants contributed to alleviating the plight of those who use the roads? Their presence as RTA consultants could only be a waste of taxpayer money!
What exactly are those consultants supposed to do to ensure that users of the city's roads do not encounter daily traffic jams? Are they really helping the RTA become an effective traffic manager?
The Mayor needs to rethink the role of his traffic consultants, and what is brewing inside the traffic office, if he wants to find a lasting solution to the traffic mess that CDO is in.
On another matter that is also of paramount importance to the city - garbage collection.
Why is the city failing in its role of making the city clean? Well, the answer is obvious. Because the contractor is not held accountable for breach of its commitments in its contractual obligations.
I have noticed that instead of the contractor being held accountable, the head of the environment office seems to serve as the spokesperson for the contractor. Why do I say this?
I have not heard the environment declare that the contractor should be held accountable for failing to perform its undertaking. Instead, he rationalizes and offers excuses in behalf of the contractor. Why can't the latter be penalized for its glaring failures? Is there something we do not know?
Mayor Uy must seriously look into the performance of his traffic consultants and traffic department head, and that of his environment office head so that his governance agenda will succeed.
Just an unsolicited advice to the Mayor.
