CAGAYAN de Oro Mayor Rolando ‘Klarex’ Uy has ordered the replacement of the City Local Environment and Natural Resources Office (Clenro) chief, designating former Assistant Department Head Elvisa Mabelin as the new officer-in-charge.
The directive, issued through a memorandum on October 13, was confirmed by Acting City Information Officer Jade Adecer to Gold Star Daily today, October 14.
During the city’s flag-raising ceremony, Uy announced he would personally oversee the garbage collection process following persistent trash problems despite the presence of a new contractor.
The mayor later convened a meeting with Clenro and other concerned agencies to address the issue.

As part of the response, Uy formed the “Task Force Basura, Special Operations,” composed of Clenro, the city’s contractor Standard Systems, and several other agencies.
The task force was ordered to clear all garbage along major roads from Bugo to Iponan, conduct 24-hour collection operations beginning at 10 pm Sunday, and deploy additional trucks to the Pagalungan Sanitary Landfill to ensure timely dumping and eliminate backlogs.
Councilor Enrico Salcedo said Uy gave the task force a 14-day deadline to resolve the garbage problem.
“Si mayor na gyud ang nangunay, naay timeline nga masulbad na gyud ang basura — back to normal na ang scheduling in 10 to 14 days,” Salcedo said.
