ILIGAN City — Cesarve Siacor assured reporters yesterday that there was no violation of the Temporary Restraining Order (TRO) as the copy was received post-elections. Providing insight into the origins of the TRO, Siacor recounted its filing by the group led by barangay chair Clint Catubig.
The proceedings occurred on the morning of Friday, Jan. 12, before Judge Ali Ombra Bacaraman of the Regional Trial Court of Lanao Norte Branch 4. The decision was reached later that day, requiring them to fulfill a bond, the purpose of which Siacor did not elaborate on.
Accordingly, Siacor clarified that the TRO’s copy reached him only after the elections on the morning of Monday, January 15.
Elaborating on the election process for the Association of Barangay Council officers, Siacor emphasized adherence to the Constitution and By-laws.
The necessary calendar of activities was established, and qualifications for officers included non-delinquency in annual dues payment.
Initially, Grace Catubig was slated as the ABC president, but due to the barangay’s “delinquency” in payment, Clint, the son, was ultimately chosen by the group. Siacor noted that the previous barangay chair of Claveria consistently paid the annual dues.
Highlighting the electoral history, Siacor mentioned Clint’s slim majority victory over Claveria in the last barangay officials’ elections. Siacor speculated that Grace, as the barangay chair of Kiwalan, might have been “very busy,” leading to oversight in paying the dues. He disclosed that only “three” from the group were qualified considering the up-to-date payment of Liga dues requirement.
As a result, barangays in Tacloban and Pasig wrote to the National League urging the matter’s dismissal, and the National League took this under consideration, Siacor explained.
