SENATORIAL candidate Manny Pacquiao has secured the full support of Tawi-Tawi’s most influential political bloc, led by Gov. Yshmael “Mang” Sali and 11 mayors from the Bangsamoro province, during a consultation held Monday.
In the meeting, Pacquiao laid out his vision to boost Tawi-Tawi’s economy and tourism through maritime sector reforms. His proposals include collecting port access fees, pilotage, bunkering services, and other maritime-related revenues at the province’s ports.
“Tawi-Tawi can serve as the Philippines' gateway to the East Asean Growth Area. With proper leadership and appropriate legislation, we can generate new revenue for the province while enhancing security in our territory and waters,” Pacquiao said.
He outlined several economic opportunities for the province, including tax revenue from port and maritime services, job creation in bunkering, ship repair, and crew exchange, the promotion of tourism and infrastructure development, and the strengthening of the blue economy and the country’s maritime sovereignty.
Pacquiao also acknowledged key challenges, such as security risks like smuggling and piracy, as well as the lack of critical infrastructure, including ports and fuel depots.

Despite having one of the country’s smallest voting populations, Tawi-Tawi posted a high 61.7% voter turnout in 2022 from 232,845 registered voters.
“This isn't just about politics. It's about unlocking Tawi-Tawi's potential — economically and as a symbol of the Philippines' dignity in the south. We must not forget them and ensure that the people here feel the impact of our initiatives,” Pacquiao said.
With strong local backing and a defined legislative agenda, Pacquiao vowed to elevate the voices of remote provinces like Tawi-Tawi in national policymaking.
