WHILE the National Grid Corporation of the Philippines (NGCP) is embracing the massive Terra Solar Power Project as a boost to the country’s renewable energy capacity, the grid operator is simultaneously raising a red flag regarding the technical stability of the power grid.
The Terra Solar initiative is set to be a game-changer, serving as one of the largest solar endeavors in Southeast Asia. It boasts a total capacity of 2,500 megawatts (MW) and is supported by a 1,125MW battery energy storage system.
However, the NGCP cautions that the sheer size of the project brings challenges.
The agency warned that a heavy reliance on intermittent power sources — like solar, which relies on the weather — can create operational headaches. These “variable” sources can lead to fluctuations in system frequency and voltage, potentially destabilizing the flow of electricity to consumers.
“Renewable energy initiatives like Terra Solar are welcome, but variable sources like solar and wind require careful management to ensure grid stability,” the NGCP said in a statement issued by Beth Ladaga, the corporation’s regional relations officer based in Iligan City.
To illustrate the risk, the company pointed to a recent incident in North Luzon where voltage fluctuated significantly due to unstable output from renewable sources. The grid operator cited this as a clear example of why mitigating actions are necessary before bringing massive new capacity online.
The Terra Solar Project is being rolled out in multiple phases across North and Central Luzon. Once operational, it is expected to supply 850MW to Meralco and inject a massive 1,650MW into the grid via the Wholesale Electricity Spot Market.
To handle this influx, the NGCP stressed that grid stability isn’t just about transmission lines. It depends heavily on the readiness of generating plants to handle the inherent ups and downs of renewable energy.
The operator is calling for policies that prioritize grid stability and highlighted the critical need for fast-acting resources — specifically battery energy storage systems — to smooth out the variability of solar power.
