CAGAYAN de Oro City Hall has begun scrubbing Mayor Rolando “Klarex” Uy’s name and branding from government projects, confirming compliance with the Department of the Interior and Local Government’s (DILG) intensified “Anti-Epal” campaign.

The move follows Memorandum Circular No. 2026-006, issued by Interior Secretary Jonvic Remulla on Jan. 29. The directive mandates the immediate removal of names, images, and political logos from all public works, government vehicles, and programs nationwide.

Acting City Information Officer Jade Adeser confirmed on Feb. 10 that the local government has already started enforcing the order.

Adeser noted the shift was formalized during a program in Barangay Iponan last Saturday. The administration’s flagship outreach branding, “Klarex nga Serbisyo sa Baryo,” has been officially renamed “Kauban sa Serbisyo sa Baryo.”

“Kauban na ato ginagamit, and all programs nga naay ‘Klarex’ ato giilisan ug ‘Kauban,’” Adeser said.

He emphasized that during the recent People’s Day event, the city displayed no tarpaulins or logos bearing the mayor’s name.

Council raises concerns over ‘Klarexville’

While the service branding has changed, questions remain regarding permanent structures. During the City Council session on Feb. 9, Minority Floor Leader Councilor Agapito Suan questioned the status of “Klarexville”—a series of socialized housing projects in Pagatpat, Carmen, San Simon, and Lumbia named after the mayor.

“Based on the definition of terms, it actually falls into a government program. Are we trying to change that?” Suan asked during the plenary session.

Councilor Marlo Tabac defended the administration, stating that Mayor Uy had already issued clear orders for full compliance.

“Nagsugod na siya, and very clear ang iyang instruction last Monday flag-raising ceremony address to the City Engineering Office to include all projects from the city government nga naay ngalan sa atong halamdong mayor,” Tabac said.

Councilor Desiree Ann Dahino echoed this, confirming the operational changes were immediate.

“Na-change na siya atong Sabado,” Dahino said.

Addressing the specific issue of the housing projects, Adeser said the City Housing and Urban Development Department (CHUDD) is tasked with handling the transition.

“Concerned office mo take action ana. In the case of Klarexville, si CHUDD na ana,” Adeser added.
