CAGAYAN de Oro’s Mayor Rolando ‘Klarex’ Uy enters his second term with a renewed emphasis on sustainable urban development.
Mayor Uy shared his vision during his City Mayor’s Term Report (CMTR) yesterday, June 16, at the Limketkai Center Atrium.
Central to his plans is the implementation of the city’s Comprehensive Land Use Plan (Clup), which divides Cagayan de Oro into eight key zones grouped into five strategic clusters — uptown, eastern, port, coastal, and downtown.
With a second three-year mandate, Uy even pledged to double down on his commitment to deliver City Hall’s services directly to the people of Cagayan de Oro City.
“Bahin kini sa pagbag-o sa paagi sa pagtrabaho sa gobyerno, sa paagi sa paghatud sa kalamboan, ug sa paagi sa pag-atiman sa atong mga katawhan,” he said.
Uy underscored that these zones will serve as the foundation for guiding infrastructure, transportation, housing, and economic growth, ensuring balanced and inclusive development across the city.
He emphasized that aligning projects with these zones is crucial to fostering sustainable urban expansion and positioning Cagayan de Oro as a regional hub.
The mayor’s term report was held a day after the city marked its 75th City Charter Day anniversary, serving as a platform to highlight past achievements and plans.
In his first-term report, Uy highlighted the successes of his administration, including economic recovery and the restoration of public trust.
As he begins his second term, his focus shifts toward long-term planning, community engagement, and inter-agency cooperation to realize the city’s development goals.
He recounted that, under his leadership, the city’s economy managed to recover from the debilitating effects of the Covid-19 pandemic.
Programs like ‘Klarex Nga Serbisyo Sa Baryo’ (KSB) brought City Hall’s services directly to barangays, benefiting those in remote and underserved communities.
Uy also reiterated his dedication to delivering accessible government services through initiatives like KSB, especially in far-flung areas, ensuring no resident is left behind.
His administration’s achievements were validated in part by accolades such as the city’s first Seal of Good Local Governance (SGLG) award in his second year in office.
Now, armed with a renewed mandate, he plans to expand these services further while building on socio-economic programs for sustainable growth.
Uy’s leadership aims to ensure development benefits all residents, regardless of their location, by leveraging the Clup’s zones and clusters as blueprints for inclusive growth.
He called on local agencies, barangay leaders, and residents to collaborate in turning these plans into tangible progress.
Looking ahead, Uy said his administration will complete pending hospital projects and mega health centers to decongest JR Borja General Hospital (JRBGH).
Additionally, projects to accelerate the city’s development as the center of Metro Cagayan de Misamis will be guided by the Clup and the city’s zoning ordinances.
As the city moves forward, Uy’s strategic focus on the eight zones within the five clusters sets the stage for a more sustainable, resilient, and participatory city.
His administration remains committed to building a future where urban growth is balanced with environmental and social considerations.
“Kini ang klase sa commitment nga akong matanyag sa atong mga katawhan — ang liderato nga dili lang motubag sa mga panginahanglan karon apan pagseguro usab sa mga posibilidad ugma,” he said.
With a call for continued support and active community involvement, Uy urged his allies — including the Rodriguezes and newly elected city officials — to emphasize that the success of his second term hinges on united efforts toward a shared vision of progress.
