THE Philippines has the ideal conditions to become a global leader in Solar Ocean Pumped Storage, a revolutionary renewable energy technology that combines solar power with ocean-based hydro storage, according to Greenergy Development Corporation President Engr. Cerael C. Donggay.

“Countries like Japan and Norway are already exploring ocean-based pumped storage — but the Philippines has the best conditions to lead. Our natural coastal valleys, combined with abundant solar energy, make us a prime candidate to pioneer this technology,” Donggay’s statement reads.

With over 7,000 islands and 36,000 kilometers of coastline, the country has vast untapped potential for SOPS, which works by using solar power to pump seawater uphill into reservoirs during the day.

At night or during overcast weather, the stored water is released downhill through hydropower turbines, generating electricity without the need for batteries or fossil fuels.

Unlike traditional hydro plants that depend on rainfall, SOPS harnesses the unlimited supply of ocean water, making it more resilient to climate change, Donggay explained.

“The Philippines can achieve 24/7 renewable energy, reduce electricity costs, and eliminate the need for costly fossil fuel imports,” he said. “This would not only stabilize power rates for millions of Filipinos but also position the country as a leader in next-generation renewable energy.”

Donggay highlighted the massive economic potential of SOPS, saying it could attract billions in green investments, create thousands of jobs, and drive economic growth — provided the right policies and funding are in place.

“This is a once-in-a-generation opportunity for leaders and investors to shape the future of energy. The question is: Who will step up to make it happen?” he said.
