FULL CAPACITY. Sick residents of the city awaiting accommodation are placed on a makeshift shelter outside the city-run JR Borja General Memorial Hospital in Barangay Carmen, this city, as the hospital has already run out of available beds. Some of the patients arrived last night, and the rest early this morning.
