THE City Council of Cagayan de Oro has taken a significant step towards improving public service and simplifying the process of obtaining civil registry documents.
The council passed an ordinance authorizing Mayor Rolando A. Uy to enter into a Memorandum of Agreement (MOA) with the Philippine Statistics Authority (PSA) to establish Online Census Serbilis Centers (Serbilis Outlets) in the city last week.
The partnership between the City Government and the PSA is poised to enhance the quality of public service and simplify the process of obtaining important documents, fulfilling the Mayor's commitment to prioritize the needs of the people.
Under the MOA, the City Government's Office of the City Civil Registrar will be able to handle requests not only for documents registered within the city but also for those registered in other localities.
This means that residents of Cagayan de Oro will have more convenient access to civil registry documents, regardless of where they were registered.
Mayor Uy expressed his delight with the partnership, stating that it is a significant step towards improving public service and making the civil registry system more efficient and accessible to the people.
He also pointed out that the collaboration with the PSA will enable the City Government to provide a more extensive service to its constituents while relieving it of the financial burden of establishing its own outlet.
With the establishment of Online Census Serbilis Centers in Cagayan de Oro, residents can expect faster and more efficient service for their civil registry needs, according to Uy.
The PSA's Civil Registry System IT (CRS IT2) Project has already established Serbilis Outlets throughout the country, serving as decentralized service points for requests related to civil registry documents.
The partnership with the PSA will allow the City Government to expand the availability of these services to its constituents.

The collaboration will also see the City Government's Office of the City Civil Registrar handle requests not only for documents registered within the city but also for those registered in other localities.

The PSA has created an offline method called the Batch Request Query System (BREQS)-First Party System to encode and submit requests for civil registry documents to an online Serbilis Outlet.
By adopting the BREQS-First Party System, the City Government gains multiple advantages. This includes enabling the public to obtain copies of civil registry documents issued by a Serbilis Outlet while reducing the financial burden of creating its own outlet.
The MOA) stipulates that the BREQS-First Party System will entail the software necessary for encoding request details.
The system will primarily cater to requests for birth, death, marriage documents, annotated or endorsed documents, and certificates of no record of marriage (singleness).
The City Government of Cagayan de Oro will be granted free access to the BREQS software, conditional upon the terms and conditions outlined by the PSA.
The ordinance underwent a comprehensive review and garnered support from pertinent committees, including Planning, Research and Innovation, People's Organization Accreditation, and Laws and Rules.
Through this collaboration, Cagayan de Oro City is set to improve its service offerings, streamline document requests, and establish a more effective and accessible civil registry system for its residents.
