An alleged rape suspect who had been evading authorities for nearly 15 years was arrested on May 14 after he personally appeared at the National Bureau of Investigation (NBI)–Iligan District Office to apply for an NBI clearance.
The suspect, identified as Ricardo Mabulay, went to the office to secure clearance when NBI operatives flagged him in their database as a wanted person linked to a rape case.
In a statement released by NBI–Iligan, verification showed that the derogatory record matched the suspect’s name, criminal case number, offense charged, court of origin, and address as stated in a warrant of arrest issued by Regional Trial Court Branch 80.
Investigators immediately confronted Mabulay, who allegedly admitted involvement in the case and claimed he believed the matter had already been “settled” over the years.
He was placed under NBI custody and is now detained at the NBI–Iligan District Office pending legal proceedings.
Authorities reminded the public that outstanding warrants of arrest and pending criminal records are automatically reflected in the agency’s verification system during NBI clearance applications.
