CAGAYAN de Oro, Second District Rep. Rufus Rodriguez filed the most bills in the House of Representatives during the 19th Congress, while also maintaining perfect attendance.

From July 25, 2022, to June 11, 2025, Rodriguez submitted 831 bills covering issues such as digital regulation, taxation, education, mental health and local governance.

Several of his bills have become law, including the SIM Registration Act, the OTOP Philippines Act, the Internet Transactions Act and the Mental Health and Well-Being Promotion Act.

Rodriguez attended all plenary sessions and committee hearings related to his proposals.

“I value the trust and support of the people in my district. That is why I make it a point to be present and do the work,” Rodriguez said.

This marks the fourth time in the 19th Congress that Rodriguez has achieved both the highest number of bill filings and perfect attendance. He also set this record in the 15th, 16th and 18th Congresses.

Rodriguez is serving his fifth term as the representative of Cagayan de Oro’s 2nd District.
