CAGAYAN de Oro’s online portal for Persons with Disability (PWD) registration represents a notable digital step toward improving access to public services.
On the surface, the initiative is commendable — offering a dedicated platform for PWDs to register, renew, or check the status of their IDs, reducing the need for in-person visits. However, a closer look reveals mixed results in terms of accessibility and usability.
The website is functionally accessible — it loads correctly, works across devices, and features large buttons and clear menus. Its layout is clean, and essential information is legible.
However, user experience significantly declines for individuals with certain disabilities.

One issue is the repeated requirement to enter a verification code, especially when selecting “new registration” or “continue registration.”
This CAPTCHA-like step, potentially a system bug, poses a challenge to users with visual or hearing impairments. Without screen-reader compatibility or audio/visual alternatives, users who are blind or deaf may have to rely on others to complete the process — undermining the goal of independent digital access.
The site’s simple design is a strength. Key features such as “Register Now,” “Continue Registration,” and “Registration Status” are easy to locate. Yet, some accessibility issues remain.
Important information is occasionally presented in small, low-contrast text, which can be difficult for users with low vision or color blindness to read.
The site offers three main functions:
- Register Now for new PWD applicants.
- Continue Registration for users with expired IDs.
- Registration Status to check application progress or ID validity.
While the layout is straightforward, the absence of help tools — such as FAQs or user guides — may confuse first-time users who need additional context or instructions.
The portal’s biggest shortfall is in real-world support. The listed contact number is meant to assist users with technical or accessibility issues.
However, attempts to call the number — specifically to reach a staff member named Cheryl — went unanswered.
This lack of timely support is concerning, especially for a platform serving people who may already face daily barriers. Responsive customer service is essential to the success of such initiatives.
Cagayan de Oro City Hall’s PWD online portal is a positive step toward streamlining public services. However, while the platform meets basic accessibility standards, it falls short of true inclusivity.
The registration process can be unnecessarily difficult for users with disabilities, and design flaws limit readability.
Most critically, the lack of responsive support undermines the system’s usability.
Enhancing accessibility features, offering clear guidance, and ensuring reliable customer support would go a long way in making the portal truly empowering for the community it seeks to serve.
