At the brink of a brewing public health crisis, leaving hundreds sick due to the piling of uncollected garbage, the city government finally has a new contractor for its solid waste collection.
The city’s new contracted company for “solid waste collection, hauling, and disposal” is Standard Systems Water and Wastewater Technologies Inc.
A Notice of Award, signed by Mayor Rolando A. Uy on Wednesday, September 24, formally informed the company that it won the contract with a bid of P89,980,000. The document identifies Standard Systems as the “Bidder with the Single Calculated and Responsive Bid.”
The contract, which also includes street sweeping, required the company to provide a performance security within 10 days of the award. The notice warns that failure to do so will result in the cancellation of the contract and the forfeiture of its bid security.
In the document obtained by Gold Star Daily, Patrick Gerard L. Pelayo ― the company’s authorized representative ― signed the Notice of Award on the same day.
The move to a new contractor comes amid mounting public health concerns, including a recent spike in stomach-related illnesses and persistent issues with uncollected garbage piling up in city streets.
The contract is for the “Collection, Hauling and Disposal of Municipal Solid Waste Including Street Sweeping in Cagayan de Oro City” and is referenced as PR No. 25-3710.
On its official website (https://standardsystems.com.ph/), Standard Systems, established in 2019, describes itself as a company that collaborates with organizations and corporations, both local and international. The company highlights its expertise in distribution, design, and project implementation, with a focus on water-related technologies.
"Standard Systems develops and supplies state-of-the-art, cost-effective water treatment systems for the municipal and industrial markets, leveraging expertise in water purification and process optimization," its website reads in part.
The company's listed services are mainly wastewater and water treatment. Its ongoing projects reflect this expertise, including water-related undertakings at One Ayala Ave, Maya Hostel, Bonifacio Water Corporation BNR Tertiary Treatment, and Alviera Estates. There is no mention of direct experience in solid waste management.
Aside from Standard Systems, Pelayo has also been the authorized representative of Greenrescue Environmental Solutions and Services, Inc., which has entered into a P2.8-million contract for “hauling and tipping of garbage” with the town of San Antonio in Zambales on March 8, this year.
