By CONG B. CORRALES Associate Editor   NEARLY all the Mindanao congressmen voted to reimpose the death penalty, House Bill 4727, on Tuesday. The controversial bill received 47 yes votes from Mindanao. Mindanaoan congressman who opposed the bill were a measly seven votes. The seven are Reps. Ma. Lourdes Acosta-Alba (Bukidnon, 1st District), Isagani Amatong (Zamboanga del Norte, 3rd District), Kaka Bag-ao (Dinagat Islands), Florencio Flores Jr. (Bukidnon, 2nd District), Lawrence Fortun (Agusan del Norte, 1st District), Prospero Pichay Jr. (Surigao del Sur, 1st District), and Manuel Zubiri (Bukidnon, 3rd District). Four Mindanao representatives--Robert Ace Barbers (Surigao del Norte, 2nd District), Aurora Cerilles (Zamboanga del Sur, 2nd District), Antonio Floirendo (Davao del Norte, 2nd District), and Suharto Mangudadatu (Sultan Kudarat, 1st District)--were not able to vote because they were absent. Cagayan de Oro representatives Rolando Uy (1st District) and Maximo Rodriguez Jr. (2nd District) voted yes. In Misamis Oriental, both representatives, Peter Unabia (1st District) and Juliette Uy (2nd District), also voted for the bill.
