By CONG B. CORRALES Associate Editor THE Office of the Ombudsman has ordered Bukidnon Gov. Jose Ma. Zubiri to submit his counter-affidavit to a slew of complaints lodged against the governor. In a two-page order, Deputy Ombudsman for Mindanao Rodolfo Elman directed Zubiri to submit his answer, and furnish copies of his counter-affidavit to complainants with proof of service within 10 days from receiving the order. Elman issued the order on Jan. 19, this year. Docketed under case numbers OMB-M-C-17-0008 and OMB-M-A-17-0008,  complainants Irenias B. Anota and Felix F. Lopez charged Zubiri with using a forged signature or counterfeit seal or stamp, falsification by public officer, employee or notary or ecclesiastic, false testimony in other cases and perjury in solemn affirmation, statements and disclosure of statement of assets, liabilities, and net worth, grave misconduct, serious dishonesty and statements and disclosure of SALN (Statement of Assets and Liabilities). Elman stated in the order that should Zubiri fail to comply, the Office of the Ombudsman would consider it as a waiver of the governor’s right to submit a counter-affidavit, and the Ombudsman would proceed with the investigation into the allegations.
