CAGAYAN de Oro City Mayor Rolando ‘Klarex’ Uy reaffirmed his commitment to making government services more accessible during a flag-raising ceremony in Barangay Tagpangi on Monday, July 14.
“Since you gave me a second chance, let’s make sense of the people’s programs,” Uy said.
The event, an inaugural ‘People’s Day’ for Barangay Tagpangi, served 382 residents.
“We are happy to start our week serving 382 people at our first People's Day here in our second term,” Uy said.
He thanked department managers, frontline workers, and barangay officials, including Barangay Tagpangi Chairperson Chenet Marianas, for their welcome.
“Let’s continue to deliver authentic service, with compassion and excellence,” Uy added.
Uy emphasized that bringing ‘People’s Day’ directly to barangays is vital, especially for residents in remote mountain areas who struggle to access City Hall services.
“This way, residents can feel that the government is close to them, and they are close to the government,” he said.
The mayor had previously announced this community-based initiative, aimed at decentralizing government outreach by bringing essential services directly to local communities.

Uy said these activities will be held regularly, with barangay flag-raising ceremonies scheduled from the second to fourth week of each month, complementing the existing City Hall program held every first Wednesday.
He highlighted these efforts as part of his administration’s flagship programs to improve engagement and foster a stronger connection between the government and its constituents.
City Mayor’s Office Chief of Staff Sheila Lumbatan said that beyond delivering social services, ‘People’s Day’ and the ‘Klarex Nga Serbisyo Sa Baryo’ outreach programs are designed to foster meaningful dialogue with residents.
“All services needed by the people can be delivered during these days. More importantly, these programs encourage conversations on how to improve access to city hall's services and ensure the government truly meets their needs,” Lumbatan said.
She added that bringing government closer to barangays reflects Mayor Uy’s vision for an inclusive, responsive administration that ensures even the most remote communities are not left behind. Residents have expressed optimism that these initiatives will enhance service accessibility and strengthen community-government relationships, Lumbatan said.
Prior to Barangay Tagpangi, more than 500 residents attended the first ‘Klarex Nga Serbisyo Sa Barangay’ event on July 12 in Barangay Balubal.
City Administrator Roy Hilario Raagas explained that the weekly ‘KSB’ (Klarex nga Serbisyo sa Barangay) activities every Saturday exemplify Mayor Uy’s dedication to sincere service for neighborhood constituents.
Uy also expressed hope that his passion for service will motivate City Hall staff and department managers to align their efforts with the city’s programs.
Services offered at these events include free lotion and massage, medical and dental services, medication distribution, free shaving, pet vaccination and sterilization, seed distribution, and more.
He extended gratitude to national agencies such as PhilHealth-10, Taskforce Oro, the Cagayan de Oro City Police Office, the Bureau of Jail Management and Penology, the Bureau of Fire Protection, the Philippine Statistics Authority, the Philippine Coast Guard, and other organizations for partnering and supporting the initiatives.
Uy also thanked Balubal Elementary School for hosting the activity and the teachers for their active participation in a dance competition.
Mayor Uy expressed optimism that, in his second term, the ‘Klarex Village Services’ will continue to expand, further strengthening the bond between the government and the people.
