THE local government of Kauswagan in Lanao del Norte launched 311 Kauswagan on November 14, marking a groundbreaking step in mobile governance designed to transform public service delivery and strengthen knowledge management within the municipality.
This digital innovation underscored Kauswagan’s commitment to modern, transparent, and citizen-centered governance.
The 311 Kauswagan app serves as a one-stop digital gateway for residents, offering convenient access to essential government services, information, and real-time updates.
Through the app, users can: File service requests; report community concerns; monitor government programs; access official documents; and receive timely public advisories.
Vice Mayor Rommel Arnado, the visionary behind the initiative, emphasized that 311 Kauswagan is part of the municipality’s drive to make governance more efficient and people-focused.
“311 Kauswagan definitely brings government closer to our communities. By leveraging digital technology, we are making public service more accessible, responsive, and transparent to every Kauswaganon,” Arnado said.
Mayor Sonia Arnado expressed excitement about the platform, noting that Kauswagan became the first municipality outside of America to adopt 311 technology. The 311 system is a non-emergency facility widely used in the United States and Canada.
“I am happy and excited that we are able to launch 311 here in Kauswagan. This will definitely benefit many of our people and our community and allow us to be more efficient in our response to the needs of the people,” the mayor said.
The platform was developed by Knewt Media (California) and TechDaddy (Cebu City).
Beyond citizen services, the mobile platform enhances the local government’s internal knowledge management systems, enabling departments to coordinate faster, address concerns more accurately, and track service performance using real-time data.
The launch supported Kauswagan’s vision of becoming a fully “smart municipality,” where innovation drives inclusive and effective governance — further reinforcing its reputation as a multi-awarded local government unit.
