CAGAYAN DE ORO CITY -– A senior social welfare official has warned that the government would “arrest” cash cards of 4Ps beneficiaries found pawning them to “loan sharks” here. 4Ps stands for “Panta-wid Pamilya Pilipino Program” where a beneficiary receives a PHP1,400 month-ly stipend for the health and education of children ages 1 to 18 years old. Araceli Solamillo, regional director of the Department of Social Welfare and Development (DS WD), warned that the DSWD would delist the names of the beneficiaries found consistently pawning the “cash cards.” Solamillo made the warning as the regional DSWD office here has received “grievance reports” about the pawning of the cash cards distributed to 4Ps beneficiaries in the region. “The practice of allowing the pawning of cash cards other than for its sole purpose is strictly prohibited since the cash assistance is intended for the health and education of the children of 4Ps beneficiaries,” Solamillo said. Solamillo, however, said that the reported malpractice of pawning the cash cards defines the need for more developed programs that would help the 4P beneficiaries to manage their finances and improve their access to opportunities that would alleviate the status of their well-being.
