Residents of Barangay Cugman in Cagayan de Oro may soon face stricter rules on public drinking, loud videoke sessions, and public behavior after the 21st City Council’s Committee on Barangay Affairs endorsed several proposed ordinances during a July 1 hearing.
The proposals were among 11 barangay ordinances reviewed at the Session Hall of the Legislative Building as part of efforts to improve peace, order, and community welfare across the city.
If approved and implemented, one ordinance would prohibit the drinking of alcoholic and intoxicating beverages in public streets and other public areas within Barangay Cugman.
Officials said the measure aims to reduce public intoxication, prevent disorderly behavior, and create safer surroundings for residents.
Another proposed ordinance seeks to prohibit people from appearing topless or half-naked in public places within the barangay.
Barangay officials said the proposal is intended to uphold community standards, maintain public decency, and promote a more respectful environment for both residents and visitors.
To address frequent complaints about loud sounds and late-night disturbances, Barangay Cugman also proposed rules regulating videoke machines and other amplified sound devices.
If enacted, the ordinance could set limits on allowable noise levels and operating hours to help reduce sleep disruptions and neighborhood conflicts caused by excessive noise.
For many residents, the proposed rules could mean quieter surroundings, fewer disturbances during rest hours, and improved public order within the community.
The hearing was attended by barangay captains and local officials from different barangays across the city.
The Committee on Barangay Affairs reviewed and discussed proposed ordinances submitted by various barangays, with some measures approved for endorsement while others were returned for minor revisions before further deliberation.
