CAGAYAN DE ORO CITY — Former and inactive health personnel eligible for the Health Emergency Allowance (HEA) for August and December 2022 are advised to claim their benefits on April 29 at the J.R. Borja General Hospital (JRBGH).
The distribution will take place from 9 am to 3 pm at the 4th Floor Auditorium of the J.R. Borja General Hospital.
City officials remind resigned, retired, and other qualified inactive personnel to prepare complete documents early to avoid delays and ensure the smooth release of their allowances.
Those who fail to claim their benefits on April 29 may proceed to the City Hall Finance Office until May 5, 2026.

Eligible inactive personnel include resigned or retired employees, authorized representatives of former personnel, and the next of kin of deceased personnel covered by the HEA for August and December 2022.
For resigned or retired personnel currently in the city: Bring a photocopy of any valid ID with three signature specimens for each month of the HEA.
If claiming through a spouse, parent, or child: Bring photocopies of valid IDs for both the employee and the representative—each with three signature specimens per month of the HEA—along with an authorization letter.
Representatives of relatives, significant others, colleagues, or friends must provide a photocopy of the employee’s valid ID and a Special Power of Attorney (SPA).
In the case of deceased personnel, the spouse or next of kin is required to present a death certificate and a photocopy of a valid ID for every month covered by the allowance.
Failing to complete the claim within the deadline could delay the release of benefits meant to support former health workers and their families.
Officials urge qualified claimants to prepare documents ahead of time, verify requirements, and avoid last-minute problems before the May 5 cutoff.
