By LITO RULONA Correspondent THE chairman of the city council’s police and public safety commitee on Tuesday called on the Cagayan de Oro City Police Office (Cocpo) to start a loyalty check to make sure that no officer under it has links to terrorist organizations. Councilor Romeo Calizo, committee chairman, made the call during the city council’s regular session on Tuesday afternoon even as he cited the case of Supt. Maria Cristina Nobleza who was linked to the Abu Sayyaf. Nobleza, who served as deputy chief of the National Police’s crime laboratory in the Davao region, was arrested in Bohol with her lover, alleged Abu Sayyaf bomb maker Reneer Lou Dongon, who has been linked to two bomb attacks in the city in 2012 and 2013. Dongon has also been linked to the a member of a shadowy Khilifa Islamiyah Movement. The arrest was followed by a raid by the police on Nobleza’s home in Malaybalay City in neighboring Bukidnon where bomb-making materials were allegedly found. Calizo said the Nobleza case is enough to prompt the Cocpo leadership to start a top-to-bottom “internal cleansing,” and identify those with links to terrorist and other crime organizations. Calizo said the Cocpo should do this immediately given that there are supposed reports that city hall is a terrorist target. He said Cocpo’s counter intelligence task force should take the threat seriously. “We cannot perfect  intelligence [gathering work]... because of the confidentiality and secrecy involved, og dili kini diretso ma-divulge until their arrest,” said Calizo. He said he feared that terrorists may have infiltrated the local police organization. “Mao gyud ni akong permi gina-ingon nga the worst enemy comes [from] within the ranks, and if infiltrated, [then] there is something wrong with the organization,” Calizo said. He said the cleansing process should not be limited to soldiers but to all members of law enforcement units in northern Mindanao. “We are advising the police to be serious para dili mawala ilang credibility sa atong kapolisan,” Calizo said. The councilor said he has advised Cocpo officials to plan well, adding that city has no security plan. “Naay plano sa una ang peace and order council pero wala na nato makita. Walay insakto nga structures sa atong security department. There should be a guy in-charge to work on a sound and comprehensive security plan,” he said. Calizo said city police director Senior Supt. Robert Roy Bahian would not be able to fully enforce laws if Cocpo has been infiltrated. “Louy lang kaayo siya. Kinahanglan nga limpyohon niya iyang ranks,” Calizo said.
