CAGAYAN DE ORO CITY — The local government of Cagayan de Oro, through the City Disaster Risk Reduction and Management Department (CDRRMD), has issued guidelines to ensure a safe and orderly Holy Week observance from April 2 to 5, 2026.
Mayor Rolando “Klarex” Uy activated the City’s Incident Management Team (IMT) from March 31 at 8:00 a.m. until April 5 at 11:00 p.m. to oversee preparations for Semana Santa.
Jade Adeser, city information officer, said the IMT is tasked with ensuring the safety and security of responders and the public.
It will also set up medical aid stations for pilgrims, maintain smooth traffic flow along highways and roads leading to pilgrimage sites, beaches, and other crowded areas, and safeguard properties in high-traffic locations, according to Adeser.
Backup communication systems will also be in place to ensure continuous coordination among responders.
Under the guidelines, camping and overnight stays are prohibited at the Guadalupe Shrine and Malasag Station of the Cross.
Bringing or consuming alcoholic drinks, smoking or vaping, and carrying lighters, matches, speakers, or sound systems inside the pilgrimage sites is also prohibited.
Minors aged 15 and below may enter pilgrimage areas only if accompanied by a parent, guardian, or another responsible adult.
The City Health Office reminded the public—especially those participating in traditional Holy Week rituals—to stay hydrated and take precautions against heat-related illnesses.
During a coordination meeting on March 30, agencies including the CDRRMD, Task Force Oro of the 4th Infantry Division of the Philippine Army, Cagayan de Oro City Police Office, Regional Maritime Unit, Philippine Coast Guard, Bureau of Fire Protection, and the Department of the Interior and Local Government–Cagayan de Oro jointly recommended the activation of the IMT to ensure public safety throughout the Holy Week observance.
