THE Bangsamoro Transition Authority (BTA) Parliament is ramping up public consultations this week, racing to consolidate six proposed bills into a final districting law before the December 2025 deadline.
In an emailed advisory, Floor Leader and Spokesperson Atty. Jet Lim said the Parliament is prioritizing transparency and public participation to ensure the region’s first regular parliamentary elections proceed with a legally sound framework.
Following an initial consultation in Bongao, Tawi-Tawi, on Nov. 6, the Parliament has released the schedule for the next rounds of public hearings:
Dec. 4: Special Geographic Area (SGA), Maguindanao del Sur, and Basilan.
Dec. 7: Maguindanao del Norte, Lanao del Sur, and Cotabato City.
Lim urged stakeholders and residents to participate in these sessions. The input gathered will be used to harmonize the six versions of the districting bill currently under committee review.
“Managing the passage of the districting law underscores the Parliament’s commitment to responsible governance... and an inclusive political transition for the Bangsamoro people,” Lim said.
The Parliament noted that the process respects the Supreme Court ruling in Ali et al. vs. BTA Parliament, which affirmed that the authority to schedule the parliamentary elections rests with Congress.
However, the creation of the districts remains a mandate of the BTA under the Bangsamoro Organic Law.
Separately, the Parliament is also deliberating the proposed 2026 Bangsamoro Budget Bill to ensure the continuity of regional services during the transition period.
