Dave Achondo REGULATION after regulation, yet there’s no effective implementation. No amount of regulations you force on this city would work. None of it would ever be implemented seriously. Temporary ra na. And you see it in Cogon. I was laughing when Councilor Reuben “Boboy” Daba proposed another “very good” measure (read: sarcasm) to regulate the hours when intoxicating drinks may be sold in the city. It’s another nonsense proposal just like Daba’s proposed ordinance that tried to regulate online games in the city. I doubt if the councilor really understands the things he has been proposing. In my last column about online games, I suggested a feasible idea and that is to keep kids in their homes at night rather than regulating online games. That’s more realistic. And so, it’s good that the city council passed the Curfew Ordinance. But the guidelines are not yeat clear and we have yet to hear from the City Social Welfare and Development office about how this ordinance would be implemented. And now, Daba wants liquor not to be sold in the city during certain hours or from 4 pm to 11 pm during weekdays, and until midnight on weekends. It’s a dumb idea and a waste of time given that the city still has more pressing problems on traffic, drainage system and so on and so forth. The reality in Cagayan de Oro is that many people do not follow the basic rules, what more for an ordinance like what Daba wants that won’t even be properly implemented to begin with. Take Agora, Cogon and Carmen markets for instance. Wasn’t there an order to rid their surroundings of vendors, including triskads? Sadly, it was only good for a week or so. Why was the campaign stopped? The Roads and Traffic Administration (RTA) swooped down on these areas and confiscated the vendors’ belongings. It worked for some time, say, for a week only. Why is that? Because they are voters? The point is that this proposed liquor sale regulation, even if approved, won’t be implemented just like the others. Face reality--Cagayan de Oro isn’t like Davao City where people have been disciplined and where people fear the law because they were ruled for years by our present President. The mayor here is kind, gentle and rational; he is even unlike Davao’s current mayor who has no problems punching an agent of the court for pissing her off. I suggest that councilors see to it that our existing laws and rules be implemented first and that they do something to solve problems such as traffic before they even think of coming up with more regulations that would never be implemented. There are street vendors who set up tents and sell food on the streets around the markets. They are breaking basic road and traffic laws, and are causing vehicular congestion. And we see pedestrians crossing just about anywhere. Address these problems first.
