BUTUAN CITY-- The newly refurbished Bayugan City Police Office has no electricity and water supply for three days hampering the office daily operations.
These problems were confirmed occurring by the Police Regional Office-13 and the new OIC Bayugan City Chief of Police Chief Inspector Rommel Villamor.

Sibayton was relieved from his post since June 3 and was temporarily replaced by Chief Inspector Rommel Villamor.

Sampaga, Jr. replacing Sibayton after Sampaga stripped Sibayton from his post as Bayugan City Chief of Police.
No official statement yet from Agusan del Sur Police Provincial Director Senior Supt. Alexander Jadoc Sampaga, Jr. why he relieved Sibayton from his post.
MGSD tried to reach Sampaga in his mobile phone numbers many times but to no avail, his mobile phones are all off.
But sources claimed that allegedly it has something to do with personal differences of the two who are both graduates and alumni of the Philippine National Police Academy (PNPA).
But the relieve of Sibayton angered allegedly Bayugan City Mayor Kim Lope Asis who withdrew support to the Bayugan City Police Office causing disconnection of electricity and water supply since Wednesday June 3 , the day Supt. Sibayton was relieved by Sampaga.
Bayugan City government is providing financial assistance so to the police so that it can pays its water and electricity bill on time even thought it has its monthly operating expenses which it was learned later not enough for the station to operate effectively.
Asis was reportedly not inform of the sudden relief of duty officer or replacement of Supt. Sibayton whom the city chief executive described had many accomplishments in the fight against criminality and illegal drugs in the city.
Asis said he wanted explanation from the Agusan del Sur Police Provincial Director why he replaced Sibayton who have been reportedly effective in the campaign against illegal drugs in Bayugan City.
Asis added that since Sibayton was assigned at Bayugan City last year, the crime rate declined and the number of arrest of suspected shabu
pushers and confiscation of illegal drugs shabu had increase 100%.
‘In fact, Sibayton were among topnotchers among chiefs of police in the region in terms of number of illegal drugs confiscated. So why replaced him?’, asked Mayor Asis.
